The freely elected GDR government under Prime Minister Lothar de Maiziere and the Minister for Education and Science, Prof. Dr. On September 18, 1990, Hans Joachim Meyer issued the ordinance on the establishment of student unions, which reads: “Student unions are established for the economic, social, health and cultural promotion of students at universities, colleges, engineering colleges, medical academies and technical colleges.”
